Chronology of a collapse

Attorney Elton Prescott SC, who chaired the Sub-Committee of the Law Association of T&T (LATT), on Friday gave a detailed chronology of events which took place regarding the collapsed motion of no confidence in the association’s president Reginald Armour SC and vice-president Gerry Brooks. Prescott was selected to chair a special meeting held last Monday, at the Hall of Justice, Port of Spain, following the recusal of Armour and Brooks from chairing and participating in the meeting since they were the subjects against whom 29 members initially requested that a motion of no confidence be moved. Against this backdrop, Prescott said, “In early May 2016, at the first meeting of the new, 30th Council of the LATT, correspondence from attorney Robin Montano was considered. Montano had raised a number of questions about the treatment, by the Council of the Strategic Services Agency (Amendment) Bill, 2016, and about a meeting which Armour and Brooks had held with Attorney General Faris Al-Rawi and articulated a position to him regarding the Bill. He said the Council responded to Montano and invited his comments on the Bill. Montano expressed his dissatisfaction over the response of Council in his correspondence.

Prescott said, on June 30, the Council received a petition signed by 29 practitioner members and one non-practitioner member.

As requested by the rules, the Council scheduled a special general meeting on July 29 (within 30 days of receipt of the petition) to address the petition and to debate the no- confidence motion.

Prescott said among the steps taken were having attorneys Rishi Dass and Ravi Rajcoomar of the Legislative Review Committee research and provide an informed input on the Bill.

He said Armour wrote to the AG on April 4 seeking an opportunity to comment on the Bill (debate on the Bill in the House of Representatives had been adjourned from April 1 to April 16, 2016).

The president requested input on the Bill from members of Council on April 11. On April 12, the AG spoke by telephone with Armour, apologising for his delay in responding to the president’s letter of April 4 and invited the president to meet with him, along with a delegation from Council, to receive Council’s comments on the Bill.
